In the recent trend, Disaster Management has emerged as an important Management Systems to cope with any disaster events. Efficient Disaster Management shall able to estimate the scale of disasters and its quick responses in any incidents. Now a  days, the system of Disaster Management is purely a scientific phenomenon. There are three phases of Disaster Management which are namely Pre Disaster Management, During the Disaster Management and the Finally Post Disaster Management. Pre disaster management is a vital phases of this entire management system. It includes the preparation of various action plans by the relevant organizations and their objective is to minimize the risk and hazards from the specific disaster’s events. The second phases of its managements are to provide responses at the time of disaster and last phases include how to tackle with the operation of relief & rehabilitation. It has really understood that perfect pre disaster management plan helps in efficient disaster management system in the strategic time.

 

 In General, the type of disasters are very common respective to the specific part of this globe. The area falls under foothills of Himalayan Regions are always flood prone zones and have a maximum possibility of striking by major earthquakes. In these circumstances, the Northeast India is very vulnerable to these disaster events. Particularly the state of Assam is a major concern for periodic flood havoc where the peoples residing within the low lying area of river Brahmaputra and Barak Valley. The periodic flood havocs have affected the growth of economy with the degradation of land in the entire Brahmaputra river system. On the other hand, rural peoples living in the flood prone area have been affected badly in the field of economy, property and their valuable physical infrastructures.

 

 The vital phases of predisaster management plan are based on technical and scientific operations. It evaluates definite causes of the floods and how to cope with the disasters and its measures of remedies. The infrastructure, facilities, maintenance, and technology are the four basic parameters in the Scientific Departments. The pre-disaster management plan is the work of relevant scientific Departments having different backgrounds. The relational database management system is a valuable tool in the recent trend of disaster management. The flood and seismic disaster management are the separate context of database management for its evaluation of favorable modeling and mapping. As concern to the flood disaster management in the upper Assam and Lower Assam Brahmaputra Valley the flood mapping may be carried out with the help of remote Sensing and GIS tools. The periodic flood mapping with the help of temporal data is really a fruitful option to monitor the flood buffer zones each and every floods. At the same time digital elevation model is the process of image enhancement and its analyzing for carrying out the knowledge’s of different type of flood prone area on the basis of spatial attributes. For the preliminary study it may be known or accessed free downloaded digital terrain model and images without any cost. At least, a few pre disaster flood management plans can be made out roughly with the help of these tools. The monitoring of embankments has come more essential to know the type, size and position for acquiring information.

 

There is a need to evaluate various projects which will have to carry out the study related with Brahmaputra Basin and its Catchment and these are essential to get the river changing data and its recent hydrological characteristics. This is true that problem of Flood in the foothill of Arunachal Himalaya is a major subjects to deal with the situation keeping view in its hydrological characteristics, Physical Features and its socio- economic conditions .Moreover transfer of hydrological data is most essential between the countries like India and China as concern to the management of Brahmaputra river.
